Climb up, then teleport across through the open elevator door. Luckily the elevator shaft has some ladders in it that you're able to climb. Oh well, time to find another way upstairs. Press the red button to activate the elevator, only to find out that it's completely inoperable. Lift the painting and complete the circuit inside: Follow the conduit all the way to another junction box inside the wall, covered by a painting. Get on top of a nearby crate if you can't reach the top of the doorway. Activate it with your Multi-Tool and follow it along the doorway.
